Dodge City, KS (westernkansasnews.com) Controversial?  Yes.  Yesterday it became law subject to review by the State Supreme Court. Governor Sam Brownback signed the 129 million dollar education spending bill.  State Representative Bud Estes of Dodge City says it is not a perfect bill, but it is better than what they original had.

Estes says the measure also gives back 73 million dollars in property tax relief and gives school districts other ways of raising additional revenues themselves.
